Fans without World Cup tickets will be allowed to enter Qatar from December 2, the Supreme Committee for Delivery and Legacy has announced.
The change comes into effect after the end of the group stages. Those coming into the country will still need to apply for a Hayya Card.
The Hayya Card is mandatory for all non-residents entering Qatar between Tuesday November 1 and Friday December 23.
Non-ticketed fans can also enter between November 1 and Friday December 2 as part of the Hayya 1+3 scheme.
However, the feature is only applicable to international fans aged 18 or above who applied using a FIFA World Cup ticket number.

Non-ticketed fans can be any age, but must hold a valid passport and will need to confirm their accommodation in Qatar during the tournament.
There is a QR500 fee per Hayya with Me (1+3) applicant, but this does not apply to children under the age of 12.
The news comes after entry rules changed for World Cup fans last week.
As of November 1, visitors no longer need to take a PCR test within 48 hours, or a rapid antigen test within 24 hours, of departure.
